The Highfield Level 2 Award for Personal Licence Holders (RQF) is designed for anyone who needs to sell, supervise or authorise the sale of alcohol in England and Wales. It provides the essential knowledge required to understand alcohol licensing law, promote responsible retailing and support the safe and lawful operation of licensed premises.

Whether you are progressing into management, preparing to become a Designated Premises Supervisor, opening your own licensed business or developing your career within hospitality, retail or events, this course provides a clear and practical introduction to your legal responsibilities.

During the course, you will explore the key requirements of the Licensing Act 2003 and learn how licensing law applies within real working environments. Topics include personal and premises licences, the responsibilities of a Personal Licence Holder, the role of the Designated Premises Supervisor, the protection of children, temporary event notices, police and licensing authority powers, responsible alcohol retailing and the consequences of breaking licensing law.

The course is suitable for people working across a wide range of licensed settings, including:

At the end of the course, learners complete a multiple-choice assessment. Successful candidates receive the Highfield Level 2 Award for Personal Licence Holders (RQF), qualification number 603/2597/5. Highfield is included among the accredited organisations offering personal licensing qualifications recognised under the Licensing Act 2003.

Once you have achieved the qualification, you can use your certificate as part of an application for a Personal Licence through the licensing authority responsible for the area in which you live. The qualification does not itself issue a Personal Licence, and applicants must also meet the other eligibility and application requirements set by their licensing authority.

Pre-Requisites

Age Range
This qualification is approved for delivery to learners aged 16 or above. However, a Personal Licence cannot be applied for until the age of 18.

Language
It is advised that learners have a minimum of Level 1 in Literacy or numeracy or equivalent (mandatory)

- The roles, responsibilities and functions of licensing authorities
- The licensing objectives and why they’re so important
- How the nature and strength of alcohol can affect your customers
- The law relating to protecting children on a licensed premises
- The powers held by police and other authorities

Assessment

Remote Invigilation (Written), pass mark 70%

Duration

The online course takes approximately 8 hours to complete. Learners can work through the content at their own pace and return to the course as required.

System Requirements

Learners require a computer, tablet or compatible mobile device running the latest available version of Windows, macOS, iPadOS, iOS or Android. Google Chrome is recommended, while the latest versions of Microsoft Edge and Apple Safari are also supported.

A reliable internet connection of at least 5 Mbps is recommended to ensure that the course loads correctly and progress is saved. Although mobile phones may be used for supported courses, a desktop computer, laptop or tablet is recommended for the Personal Licence Holders course.
